We first meet Kenya in chapter 246 of the manga, where he's sitting on a handrail at the train station in Tokyo and having a volatile argument over the phone with his cousin in Tokyo - Oshitari Yuushi from Hyoutei Gakuen - over which of their regions has the most insanely strong first year tennis player. Both of them are really into the argument, to the point where Yuushi loses his 'cool' demeanor, and Atobe rolls his eyes at him. And from that moment, I was a Kenya fan.
Oshitari Kenya is a third-year regular on the Shitenhouji Chuu tennis club team. He's a speed specialist, known as Naniwa's (Osaka's) Speed Star, and demonstrated that he's both faster and has more stamina than Kamio Akira, who he played in the match against Fudoumine. He's right-handed. So far, he seems to be a doubles player primarily, playing with Ishida Gin against Kamio and Ishida Tetsu, and he was scheduled to play with Zaizen Hikaru against Tezuka and Inui in the Seigaku match, but stepped aside at the last minute in favor of Chitose Senri (something that mildly annoyed his cousin).
Kenya seems to be a character who's gotten good because of hard work and sweat as much as by talent. He can be cocky, like a lot of teenaged boys (especially the kind of teenaged boys that tend to appear in Prince of Tennis), but he's also got an intensity in his eyes when he plays tennis that I read as him knowing that he needs to focus on his game to be good, and to win. His cousin Yuushi's rather lazy; Kenya doesn't seem to be. He's got a little a little bit of a temper; he's not violent by any means, but he can get annoyed easily, maybe by the people who know how to push his buttons like Yuushi, and Shitenhouji's couch Osamu.
